My internship is about migrating a Nagios server on a defective Ubuntu 14.04 virtual machine to a new Debian 9 one, and I chose to use Icinga2 rather than Nagios, mostly because it's packaged for Debian (which implies easier maintenance).
After a chown -R www-data:icingaweb2 /usr/share/icingaweb2/ folder as Kevin Honka suggested, and a chown -R -h www-data:icingaweb2 /etc/icingaweb2/enabledModules/ since the first one wasn't enough to prevent the error, it finally works!
Though, after a chown -R (which gives me the following rights) for /usr/share/icingaweb2/modules/doc :

and the equivalent for /usr/share/icingaweb2/modules/monitoring

It asks me to choose a command transport type.
In the IcingaWeb2 documentation they advise to use the API.
